Celer Network is a technology and economic architecture enabling high scalability of public blockchains with off-chain scaling approaches. Existing payment network proposals and implementations do not have a clear separation between functional components. This tight coupling poses significant challenges for protocol evolution, because changing one requires changes to the whole stack all the way to the applications.
